Regulatory transparency. That is the essence of the Division of Administrative Rules' mission.  An administrative rule is an agency's written statement that has the effect of law. Administrative rules affect your life in many ways--the tint on your windshield, the fire in your fireplace, etc.  Utah's rulemaking process creates opportunities for you to participate in the development of administrative rules.
