NOTICE OF CHANGE IN PROPOSED RULE |
DAR File No.: 27295 |
RULE ANALYSIS |
Purpose of the rule or reason for the change: |
The purpose of this change is to add updated inventory data for non-road mobile sources of carbon monoxide emissions, and to clarify the language regarding the motor vehicle emissions budget.
Summary of the rule or change: |
There are no changes from the original proposed language in Section R307-110-12; all changes are in the State Implementation Plan (Plan) that is incorporated by reference in Section R307-110-12. In the Plan, changes include: changing the non-road mobile source emissions projections in Tables 1-3, and throughout the text, because a newer version of EPA's model for calculating emissions is now available. Because of those changes, the allocation of emissions to the on-road mobile source sector is increased slightly for years through 2019. (DAR NOTE: This change in proposed rule has been filed to make additional changes to a proposed amendment that was published in the August 1, 2004, issue of the Utah State Bulletin, on page 23. Underlining in the rule below indicates text that has been added since the publication of the proposed rule mentioned above; strike-out indicates text that has been deleted. You must view the change in proposed rule and the proposed amendment together to understand all of the changes that will be enforceable should the agency make this rule effective.)
