Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:

Sections 4-2-2 and 4-13-4 authorizes the Department of Agriculture and Food to exercise the functions, powers, and duties to enforce this rule. This rule is established to set the standards for the registration, and labeling of fertilizer products being distributed in the State of Utah.

Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:

No written comments have been received.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

The need continues for standards for the registration, and labeling of fertilizer products being distributed in the State of Utah. Therefore, this rule should be continued.
