Subsection 53A-1-603(3) directs the State Board of Education to adopt rules for the conduct and administration of the Utah Performance Assessment System for Students (U-PASS).

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

This rule continues to be necessary because it provides time periods for administering and returning testing materials, procedures for security of testing materials, State Office of Education and school responsibility for crisis indicators in state assessments, and other procedures for school districts/schools/educators to use and follow when administering tests under U-PASS.
