Purpose of the rule or reason for the change: |

This proposed amendment is issued in order to make changes to the incorporated manual that comply with recent changes to underlying federal regulations.
|

Summary of the rule or change: |
|
|
This amendment changes the manual incorporated by reference edition date from 2003 to 2005 into this rule by. It adds provisions required by recent revisions to the governing federal regulations.

Manual and Specifications on School Crossing Zones, Supplemental to Part VII of the Manual on Uniform Traffic Control Devices (2005 Edition)

There should be no increased costs or savings to the state since the state does not pay for school zone traffic control devices or markings.

|
|
The rule may increase costs to school districts, which will have to change some of their traffic control devices as they replace current ones. It is not known how many devices will have to be changed or when those changes will occur.

|
|
This rule will have no affect on other persons except for private schools,who will also be required to change traffic control devices as they replace existing ones. It is not known how many devices will have to be changed or when those changes will occur.

Compliance costs for affected persons: |

It is unknown how much this rule amendment will add to school districts and private schools since we do not know how many devices will have to be changed or when the changes will occur.

Comments by the department head on the fiscal impact the rule may have on businesses: |

|
The amendments to this rule are required by federal regulations as well as the Department's general obligation to improve the safety of children at school zones. This duty outweighs the costs that private schools may incur. John R. Njord, Executive Director
