This rule is authorized by Section 64-13-10, which allows the Department to adopt standards and rules in accordance with its responsibilities. This rule provides the Department's policy and procedures governing offenders' access to and use of telephones.

Offenders' use of the telephones is a daily occurrence and requires continued policy and procedures to maintain the safety and security of the facilities. Therefore, this rule should be continued.
