Section 4-15-3 authorizes the Department of Agriculture and Food to make and enforce such rules as in its judgment are necessary to administer and enforce the Utah Nursery Act.

In order to identify nursery stock properly, this rule establishes the standards for labeling of nursery stock being manufactured or sold in Utah. Therefore, this rule should be continued.
