Subsection 53A-17a-121(2) directs that State Board of Education to develop standards for spending monies for homeless and ethnic minority students.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any: |
|
It is necessary to have a rule that provides procedures for determining where a homeless or emancipated student shall attend school and also providing procedures for school district funding for homeless students and economically disadvantaged ethnic minority students. The rule makes school districts eligible for McKinney-Vento funds. Therefore, this rule should be continued.
