Subsection 4-2-2(1)(ii) authorizes the department to establish and enforce quarantines.

This rule establishes a quarantine setting forth the name of the fungal disease against which the quarantine is established, the infested area, the articles and commodities regulated, and specifying conditions governing disposition of violations, and therefore, the rule should be continued.
