Section 4-3-2 authorizes the department to make and enforce such rules as may in its judgment and discretion be necessary to carry out the purposes of the Utah Dairy Act.

This rule establishes the requirements for the production, distribution, and sale of raw milk for retail for the health and safety of the consumer. Therefore, this rule should be continued.
