Section 4-3-2 authorizes the department to make and enforce such rules as may in its judgment and discretion be necessary to carry out the purposes of the Utah Dairy Act.

This rule establishes the standards for all butter sold, bought, processed, manufactured, or distributed within the State of Utah. Therefore, this rule should be continued.
