Section 4-3-2 authorizes the department to make and enforce such rules as may in its judgment and discretion be necessary to carry out the purposes of the Utah Dairy Act.

This rule establishes the standards of all Grade A condensed milk products and condensed and dry whey sold, bought, processed, manufactured, or distributed within the State of Utah. Therefore, this rule should be continued.
