Section 4-5-17 authorizes the Department of Agriculture and Food to make and enforce rules that conform, as far as practicable, with those promulgated under the federal act.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

This rule is necessary to monitor and control the use of certain drugs, biologicals, and vaccines within the state of Utah, some of which may contain live pathogens that could cause harm or introduce disease to certain industry segments. Therefore, this rule should be continued.
