Under Sections 23-14-18 and 23-14-19, the Wildlife Board is authorized and required to provide rules to regulate and prescribe the means by which protected wildlife may be taken.

Rule R657-9 provides the procedures and standards necessary to manage the waterfowl, common snipe, and coot program for the Division of Wildlife Resources. The provisions adopted in this rule are effective in administering the state's waterfowl management program and the continuation of this rule is necessary for its future success.
