Section 19-6-105 allows the Board to set minimum standards for protection of human health and the environment, for the storage, collection, transport, recovery, treatment, and disposal of solid waste.

The rule is necessary to establish information requirements to support risk-based cleanup and closure standards at sites for which remediation or removal of hazardous constituents to background levels will not be achieved. Therefore, this rule should be continued.
