Section 4-9-2 authorizes the department to make and enforce such rules as in its judgment are necessary to administer and enforce Chapter 9.

This rule is necessary to establish the method of sale standards that apply to food and nonfood commodities within the State of Utah. It contributes to uniformity and helps maintain a fair marketplace. It also helps maintain accurate and adequate information about commodities so that purchasers can make price and quantity comparisons, and therefore, this rule should be continued.
