This rule is authorized under Sections 64-13-14 and 64-13-10 which require the Department to maintain and operate secure correctional facilities for the incarceration of offenders, and to make rules to carry out those requirements.

There have been no written comments received.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
This rule should be continued because the Vehicle Direction Station is the main check point for entrance into, and exit from, secure prison facilities. This rule establishes the safety and security measures which help protect staff, inmates, visitors, and facilities.
