The Utah Administrative Procedures Act, Title 63, Chapter 46b, requires state agencies to allow adjudicative proceedings. Section 63-46b-4 allows agencies to designate all adjudicative proceedings as informal.

The Division of Finance has not received any written comments regarding this rule.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

The Division of Finance has reviewed this rule and determined that the rule must be continued to comply with the statute.
