Sections 9-12-101 to 9-12-204 authorize rules including eligibility rules for the Home Energy Assistance Target (HEAT) Program and the utility Moratorium Program for low-income households.

The rule must continue through the life of the HEAT Program in order to continue to provide energy assistance for low-income households in Utah.
