Section 53C-1-304 requires the Board of Trustees for the School and Institutional Trust Lands Administration to establish due process rules for the resolution of conflicts regarding actions by the board, director, and the agency. This rule provides procedures for aggrieved parties to petition for administrative or judicial review of actions taken by the board or agency.

No comments have been received concerning this rule.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
There continues to be a need for a mechanism for aggrieved parties to petition for redress of agency/board actions which affect an interest held by the parties. This rule provides a reasonable and effective way to address challenges to agency actions. Therefore, this rule should be continued.
