Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:
Sections 62A-4a-305 and 62A-4a-309 through 62A-4a-311 authorize Child and Family Services to provide child abuse and neglect prevention and treatment programs with the use of the Children's Trust Account. This rule establishes the program for delivering these services.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
No comments have been received in opposition to this rule. It is in the best interest of our clients to have this rule because it describes how the Children's Trust Account shall be administered by the Child Abuse Advisory Council. Therefore, this rule should be continued.
