Subsection 53A-1-402(1)(a) directs the State Board of Education to establish rules and minimum standards regarding the qualification and licensing of educators and ancillary personnel who provide direct student services.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
This rule is necessary because it provides procedures for educators to receive inservice credit to be applied toward relicensure requirements. Therefore, this rule should be continued.
