This rule implements Subsection 654A-1-4(2) which authorizes the Division of Forestry, Fire and State Lands to provide definitions which apply to all rules promulgated by the division unless otherwise noted.

This rule is necessary because there is a dependent relationship between this rule and others rules using the definitions contained herein. Therefore, this rule should be continued.
