Sections 9-12-101 to 9-12-204 authorize and promulgate provisions of the state Home Energy Assistance Target (HEAT) Program which provides home energy assistance to low income households. This rule sets the program standards for HEAT.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

The rule is required to define the program standards of the HEAT Program. Therefore, this rule should be continued.
