Sections 9-12-101 to 9-12-204 authorize and promulgate provisions of the state Home Energy Assistance (HEAT) Program which provides home energy assistance to low income households. This rule sets the standards for eligibility determination for the HEAT Program.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

The rule is required to define eligibility determination for the HEAT Program. Therefore, this rule should be continued.
