Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:
Subsection 53C-1-302(1)(a)(ii) and Section 53C-5-102 authorize the director of the School and Institutional Trust Lands Administration to establish rules prescribing standards and conditions for the utilization of forage and related development of range resources on trust lands.

No comments have been received by the agency regarding this rule.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
This rule provides the guidelines for the grazing of livestock on trust lands. This use provides a resource for local ranchers to utilize in their agricultural operations, as well as an additional source of revenue for the trust beneficiaries. Therefore, this rule should be continued.
