Section 63-46b-5 established and governed the administrative procedures for informal adjudicative proceedings before the Division of Water Rights that commenced prior to 01/01/1988.

This rule should be continued to govern all hearings which are held by the State Engineer on matters within his jurisdiction for all adjudicative proceedings that commenced prior to 01/01/1988.
