Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:
Section 61-1-13 defines terms used in the Utah Uniform Securities Act. Subsection 61-1-13(2) provides that terms not defined in Section 61-1-13 shall have the meaning established by the division in rule, or in the absence of a rule, the meaning accepted in the business community. Section 61-1-24 allows the division to make rules when necessary to carry out the provisions of the Utah Uniform Securities Act.

Rule R164-13 definitions serve to clarify key phrases used in the Utah Uniform Securities Act and assist the public in complying with the statute. The rule should be continued.
