Section 9-6-205 charges the board to set policy for the institute and for the division. This includes purchases for, donations to, and loans from the Utah Art Collections.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
This rule is critical in that it outlines the procedures required to purchase new works of art, receive donated art, and the process in which the Arts Council loans art work from the State Art Collection to other state agencies. Therefore, this rule should be continued.
