Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:

The rule records the Senior Community Service Employment Program (SCSEP) mission statement and provides the reference for the section of the Older Americans Act. Section 62A-3-104 gives the division the authority and the requirement to comply with the Older Americans Act, in this case with regard to the SCSEP program as mandated by the Act.

No written comments have been received.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

There has been no opposition to the rule and the division feels it should continue. The rule codifies the requirements of the SCSEP program found in Section 62A-3-104 of the Older Americans Act.
