Subsection 53A-1-402(1)(a) requires the Utah State Board of Education to make rules regarding the qualification and licensing of educators and ancillary personnel who provide direct student services.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

This rule provides necessary standards for school psychologists and school social workers to obtain licenses issued by the Utah State Board of Education to qualify for employment in the public schools as school psychologists, and school social workers. Therefore, this rule should be continued.
