Subsection 53A-1-401(3) allows the Utah State Board of Education to adopt rules in accordance with its responsibilities. Section 53A-6-405 allows the Utah State Board of Education to deny a license to an individual for good cause.

This rule provides standards and procedures for the Utah State Board of Education to follow when addressing unethical/unprofessional educator misconduct. Therefore, this rule should be continued.
