Subsection 19-5-104(1)(f) authorizes the Water Quality Board to enact rules for construction loans, including development of a priority schedule for awarding loans.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
The priority ranking system is used to rank wastewater projects for possible state and federal funding assistance. It is a needed component of the state wastewater project assistance program, and should be continued.
