Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:

Section 53A-15-401 places the general control and supervision of adult education under the Utah State Board of Education. Subsection 53A-1-402(1) allows the Utah State Board of Education to adopt minimum standards for programs, and Subsection 53A-1-401(3) allows the Utah State Board of Education to adopt rules in accordance with its responsibilities.

No written comments have been received.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

The law continues to require this rule. This rule provides necessary curriculum, program standards, allocation formulas, and operation procedures for adult education programs. Therefore, this rule should be continued.
