There have been no written comments received during the past five years.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
The continued growth of the programs that the division licenses necessitates this rule. Therefore, this rule should be continued. Upon review of this rule, the division recognizes that there are some updates for citations and typographical errors that need to be corrected, and will be done in a future filing.
