Section 73-15 created the Cloud Seeding to Increase Precipitation Act and gave regulatory authority to the Division of Water Resources. This rule specifies the requirements for the Cloud Seeding program.

No written comments have been received.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

The Cloud Seeding program is still in effect and is regulated by the Division of Water Resources. The requirements listed in this rule are crucial to operating the Cloud Seeding program. Therefore, this rule should be continued.
