This rule implements the Administrative Procedures Act, Title 63, Chapter 46b, as required, for the Division of Water Quality. The Water Quality Board is given rulemaking authority in Section 19-4-104, of the Utah Water Quality Act.

No comments have been received either supporting or opposing the rule.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
This rule sets forth the administrative procedures of the Division of Water Quality in compliance with the Administrative Procedures Act and consolidates these procedures into one location. Therefore, this rule should be continued.
