Promulgated under authority of Subsection 4-2-2(2), this rule outlines the grain inspection fees, Utah standards for safflower, and the specification for grading safflower grown in Utah.

There have been no comments on this rule. The Utah Grain Inspection Service in Ogden, Utah has used these standards which were created because no federal standards were in place.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
There has been no opposition to this rule because the safflower grade has met grain industry requirements. The law requires this rule. Therefore, this rule should be continued.
