Subsection 53A-1-402(1)(a) directs the Utah State Board of Education to make rules regarding the qualifications of educators and ancillary personnel providing services directly to students.

This rule provides minimal employment standards and employment procedures that are used when schools/school districts use substitute teachers. Therefore, this rule should be continued.
