Promulgated under authority of Sections 4-2-2 and 4-35-9. This rule was written because the gypsy moth is on the national pest list and can cause great damage, and the rule has been effective in containing the gypsy moth.

There have been no comments on this rule. There has been no opposition to this rule because the gypsy moth continues to be on the national pest list.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
Because the gypsy moth continues to be on the national pest list and can cause great damage, and because this rule has been effective in containing the gypsy moth, it should be continued.
