This rule is authorized by Subsection 26-33a-104(1) to "direct a statewide effort to collect, analyze, and distribute health care data to facilitate the promotion and accessibility of quality and cost-effective health care and also to facilitate interaction among those with concern for health care issues."
Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:
No written comment has been received since the last review of the rule. At its quarterly meeting on 04/08/2008, the Utah Health Data Committee reviewed the rule and requested its continuation.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
This rule establishes the reporting standards for ambulatory surgery data by licensed hospitals and ambulatory surgical facilities. The data are needed to develop and maintain a statewide ambulatory surgical database. Annual public reports on Utah hospital and freestanding ambulatory surgery center utilization and charge profile have been widely used to monitor outpatient surgery trends, costs, and quality of care for the people of Utah. The health care industry, researchers, and the Federal Agency for Healthcare Research and Quality have purchased the public use data files for their own uses. The uses of the data and reports are justifications for continuation of the rule.
