Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:
Section 34A-1-104 gives the Labor Commission authority to establish rules to administer the Workers' Compensation Act and the Occupational Disease Act. Subsection 34A-2-103(3) requires employee leasing companies to comply with commission rules for purposes of obtaining workers' compensation coverage.

Utah law requires all Utah employers to have workers' compensation insurance. This rule establishes the method by which employee leasing companies notify the commission of the employers covered by the leasing company's policy and should be continued.
