No comments were received during the past five-year-review period nor since that date.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

This rule supports administration of the Utah Centennial Opportunity Program for Education grant that enables many Utah students to attend college in Utah. The state legislature appropriates money for this program that is then awarded as financial aid on a need basis. Therefore, this rule should be continued.
