Section 53A-13-102 directs the Utah State Board of Education to adopt rules providing for instruction on the harmful effects of controlled substances.

This rule provides criteria for application and distribution of funds for substance abuse prevention so the rule continues to be necessary. Therefore, this rule should be continued.
