Public Comment Integral to Rulemaking Process

The Utah Administrative Rulemaking Act requires agencies to accept public comment on proposed rules for a minimum of 30 days. Following the public comment period, an agency must consider public comment received. The statute requires an agency to wait seven calendar days following the end of the public comment period before it may make the rule effective.
