Statute charges the Division of Administrative Rules with the responsibility to publish administrative rules.
Utah State Bulletin
The Utah State Bulletin (Bulletin) is an official publication of the Division of Administrative Rules, mandated by Section 63G-3-402. It is Utah's equivalent to the Federal Register. The Bulletin includes proposed rules, rule analyses, notices of effective dates, and review notices. It also includes public notices, and Governor's executive documents. The Bulletin typically contains the full text of administrative rules. The Bulletin is an electronic publication that is issued on the 1st and 15th of each month
Utah State Digest
The Utah State Digest is an official publication of the Division of Administrative Rules, mandated by Section 63G-3-402. It is a summary of the information found in the Utah State Bulletin (same issue number). The primary difference between the Bulletin and the Digest is that the Digest does not contain the text of administrative rules or other documents. The Digest is an electronic publication that is issued on the 1st and 15th of each month.
Utah Administrative Code
The Utah Administrative Code is an official publication of the Division of Administrative Rules, mandated by Section 63G-3-402. It is Utah's equivalent to the Code of Federal Regulations. The Utah Administrative Code is "evidence of the administrative law of the state of Utah" and an "authorized compilation of the administrative law of Utah" (Section 63G-3-701). The Division of Administrative Rules codifies changes to the Utah Administrative Code on a monthly basis. The Utah Administrative Code is an electronic publication, although a paper version is available from a private publisher.
Utah Administrative Rules Index of Changes
The Utah Administrative Rules Index of Changes is an annual index of effective rules. Since 1992, statute has directed the division to compile the Index of Changes. The Index of Changes documents effective rule filings for the prior calendar year.
Other Publication Information
Emergency Rules in Effect
Under certain conditions, agencies may file emergency rules. Emergency rules are effective for 120-days unless otherwise superceded. The Division has prepared an online publication of emergency rules currently in effect.
Rules Recently Made Effective
State agencies make regular rules effective after a 30-day comment period and a 7-day comment consideration period. The Division publishes notice of these effective dates in the Utah State Bulletin. However, the Utah Administrative Code is currently updated only once a month. The Division has prepared an online publication of rules effective since the last administrative code update.
Utah Administrative Code Updates
The Division publishes updates to the Utah Administrative Code once a month. The Division maintains an archive of these updates on the Utah Administrative Code Update page.
Paper Publications
The Division's official publications are available from its web site in electronic format. Different entities have decided to make paper editions of the Division's publications available.
