Rulemaking Training Scheduled for June 21, 2012

The Division of Administrative Rules will conduct an administrative rulemaking training seminar on Thursday, June 21, 2012.  This training is intended for state agency employees who are responsible for filing rules.  The training will include discussion of *additional requirements* found in Governor Herbert’s Executive Order EO/013/2011.

The training will be held in the State Office Building on Capitol Hill, in room 4112.  The training will last approximately six hours, split between two sessions.  The morning session begins at 9 a.m. and runs to noon.  The afternoon session begins at 1 p.m. and will run until 4 p.m.

The morning session will cover the following topics:

  • Governor Herbert’s Executive Order EO/013/2011: Establishing Effective Oversight Over State Agency Rulemaking;
  • pre-filing and pre-publication requirements, especially with regards to fiscal impact on business (as informed by EO/013/2011); and
  • the rule filing process, including a review of all rule filing types.  We will pay special attention to proposed rulemaking filings and five-year review filings.

The afternoon session will cover the following topics:

  • the rule filing process (continued, if necessary from the morning);
  • comment and effective date requirements, as well as what to do in the event that you receive a request for a rule hearing;
  • writing and preparing rule text.

We’ll try to address the first three bullet items during the morning session and the last two during the afternoon.

Additional training sessions have been scheduled for Thursday, September 20; and Thursday, December 13.  Agencies may also contact us to schedule agency-specific rulemaking training.

Upcoming Rulemaking Training

The Division of Administrative Rules will conduct an administrative rulemaking training seminar on Tuesday, September 13, 2011.

The training will be held in the State Office Building, Capitol Hill, in room 4112.  Two sessions will be provided.

  • The first, in the morning, from 9 a.m. to noon, will focus on the process of rulemaking and on how to complete the two most commonly used forms: the proposed rule form and the five-year review form.
  • The second session, in the afternoon from 1 p.m. to 4 p.m. will focus on the text, both writing and preparing it.

  • Tuesday, November 16, 2010.

Rulemaking Training Scheduled for December 16, 2009

The Division of Administrative Rules has scheduled two rulemaking training sessions for Wednesday, December 16, 2009.  Both sessions will be held in 4112 State Office Building, Salt Lake City.  The 8:30 AM to 11:30 AM session will provide a basic rulewriting process review for state rulewriters.  The 1:30 to 4 PM session will be a free-form question and answer session for novice and more experienced rulewriters alike.

Seating is limited.  State rulewriters may make a reservation by sending an e-mail to smanousa@utah.gov.   Please include the attendee’s department and division name, and phone number.  Please indicate which training session(s) you wish to attend.   If you have questions about the training, please call Sophia at 801-538-3764.

For those of you who attended training on September 16, you’ll recall that we pointed you to a copy of the notes the presenter used for the training. We posted that copy to the Division of Administrative Rules’s website. There are three ways to get to those materials.
