Agency Access to Utah Law

For many years, the state of Utah has had a contract (currently Contract AR-997) with LexisNexis Matthew Bender & Company, Inc. to provide integrated legal databases for state government. The Division of Administrative Rules pays for state executive branch access to this contract. In return, executive branch agencies have free access to a CD subscription or an online product that LexisNexis calls Utah Primary Law (formerly known as Utah Law on Disc).

The Utah Primary Law product includes the following legal resources:

  • Utah Legislative Rules,
  • Utah Code Annotated Citator,
  • Utah Constitutional Convention Proceedings,
  • Utah Court Opinions,

  • Utah Administrative Code Annotated,
  • Utah Tax Advisory Opinions,
  • Utah Tax Commission Decisions,
  • Utah Public Service Commission Decisions,
  • State Records Committee Appeal Decision Summaries,
  • Utah Executive Documents,
  • Opinions of the Attorney General,
  • Utah Law Reviews, and
  • Utah State Bar Ethics Advisory Committee Opinions

State employees may access the Utah Primary Law extranet site from any computer with a state-assigned IP address by pointing their browser to http://www.michie.com/utahextranet .

LexisNexis also makes a copy of the Utah Code Unannotated available free of charge to anyone. This product is available at http://www.michie.com/utah .

Happy 20th Birthday, Utah Administrative Code

On 07/01/1987, the Division of Administrative Rules issued Utah’s first administrative code. This event was the culmination of great effort on the part of all regulatory agencies and the Division.

That first administrative code, published by Code*Co Law Publishers, contained 1,446 administrative rules. The 1987 edition represented the first time Utah’s administrative rules had been published and indexed. It set the standard for all future editions of the code — paper and electronic. Twenty years later, we have 1,866 rules in the code.


Utah Integrated Legal Databases RFP Issued

The Division of Purchasing has issued a Request for Proposals (RFP) for Utah Integrated Legal Databases. The RFP, solicitation number NO6520, is available at http://www.purchasing.utah.gov/BidHeaders/10576.pdf (PDF). Additional information is available from the Division of Purchasing’s web site. Proposals are due Wednesday, September 28, at 3:00 p.m. MDT.


Rules’ Web Changes Planned for January 1, 2005

On January 1, 2005, the Division plans to remove duplicate formats of older versions of rules publications from its web site. This change will affect the HTML version of rule filings from 2003 and the compressed Word versions of the Bulletin from 2004. The PDF versions of all Utah State Bulletin issues from January 1, 1998, through the present will continue to be available online.


The 2004 Index of Changes is Available

The 2004 edition of the Utah Administrative Rules Index of Changes (Index) is now available. The Index is one of the Division’s official electronic publications. Utah Code Section 63-46a-10 requires the Division to “publish at least annually an index of all changes to the administrative code and the effective date of each change.”

The 2004 Index includes entries for all permanent (substantive and nonsubstantive) and temporary (emergency) rule filings made effective from January 2, 2003, through January 1, 2004. Historical copies of the Index back to 1998 are also available online.
