Subsection 26-46-102(1) created the program and Subsection 26-46-102(2) grants to the department power to make rules governing the administration of the program.

The rule is required under Subsection 26-46-102(2). The continuation of the rule is justified through the ongoing need for health care professionals serving medically underserved populations throughout the State of Utah.
